IVLP Impact Award Project: University Students Attitudes on Whistleblowing - Awareness, Progress and Challenges of Implementation at the Public Sectors in Bangladesh

Whistleblowing is a popular ethical endeavor for raising concerns about wrongdoing in the public sector worldwide. Bangladesh adopted the Whistleblower Protection Act-2011 for the legal protection of the whistleblowers, but there has been little development of the act since its implementation.

Due to the shortcomings of the public service system, the project’s goal was to develop awareness among university students against any malpractices in the public sector through whistleblowing. We believe the positive change in public service in terms of bringing transparency, reducing corruption and raising awareness will come through the younger generation as they will lead the country in the future. This project consisted of several intensive workshops for 80 students at four different universities interested in pursuing careers in public service and majoring in political science, governance, international relations, economics, business and other related subjects. The participants were from Jahangirnagar University, Barisal University, Noakhali Science and Technology University and Gopalganj University. The impact of the project was significant as a corruption-free generation can make a corruption-free public sector which would lead the Bangladesh to be on par with developed countries and beyond through Vision 2041, a national strategic plan created by the government to develop the socio-economic standing of the country.  During the workshop, the students expressed their understanding and mentioned some of the key challenges to whistleblowing in Bangladesh, such as fear, the Digital Security Act, political elite influence, and so on. Through social media and other news outlets, it is believed that more than 10 thousand people were able to know about the project.
