The Department of State and Meridian International Center worked to ensure that the following objectives were met throughout the duration of the visitors' program:

  • Examine the role and structure of ethics in the U.S. government at the federal, state, and local level;
  • Highlight best practices encouraging governmental transparency and accountability;
  • Explore U.S. government and private sector approaches to ethical conduct and analyze the similarities and differences of these approaches;
  • Discuss international efforts to strengthen ethical leadership in governments and businesses worldwide; and
  • Examine the effect of transparency on trade, investment and economic development.
