Contracts & Finance Specialist, Young Leaders of the Americas Initiative (YLAI), GlobalConnect

Reports To: Division Vice President

Purpose and Description

Under the direction and supervision of the Division Vice President, the Contracts & Finance Specialist will have direct responsibility for all financial management, subaward management, and procurement oversight for the Young Leaders of the Americas Initiative (YLAI), sponsored by the U.S. Department of State’s Bureau of Educational and Cultural Affairs. This position will also assist with other program activities, such as assisting with the Program Opening and Closing Summit, conducting site visits to local implementing partners in locations around the U.S., and other activities as needed and appropriate.

Essential Functions

Financial Management

  • Review the General Ledger and track actual expenses against the working budget
  • Check accuracy of financial reports submitted to the funder
  • Track overall project cost share to ensure targets are met, including cost share from sub-recipients
  • Review account coding on all credit card reconciliations and check requests to ensure charges are recorded accurately
  • Coordinate issuance of prepaid cards to program participants for per diem purposes
  • Act as primary liaison with Meridian’s Finance Department

Subaward Management

  • Prepare and finalize subawards for partner organizations on an annual basis, including overseeing risk assessments, reviewing subrecipient budgets, and updating subaward language
  • Conduct financial monitoring and tracking of subrecipients, including collecting and reviewing periodic financial reports and overseeing payments
  • Ensure proper closeout of subawards after program completion, annually
  • Prepare amendments, as needed


  • Ensure that proper procurement procedures are followed in selecting contractors
  • Draft and/or review all contracts needed for the program, such as hotels, speakers, online platforms, and grants to program alumni and fellowship hosts as part of alumni programming
  • Monitor payments to contractors and ensure contracted goods and/or services are delivered


  • Assist with implementation of Program Opening and Closing Summit
  • Conduct site visits to approximately two partner organizations during program implementation
  • Other programming tasks as needed and appropriate
  • Other duties and special projects as assigned

Minimum Qualifications


  • Bachelor’s Degree (graduate degree preferred) with five years of relevant finance and subawards/contracts management experience; or any equivalent combination of training, education, and experience that demonstrates the ability to perform the essential functions of the position
  • Experience with USG-funded programs, particularly in financial and subaward management
  • Experience in a fluctuating work environment with constantly changing needs and demands; proven ability to problem solve with staff and to encourage consistent, solid performance;
  • Experience in international education, exchanges or training programs, preferred

Knowledge, Skills, and Abilities

  • Strong financial management and budgeting skills
  • Knowledge of federal rules and regulations regarding subawards and procurement
  • Ability to handle multiple projects simultaneously while maintaining attention to detail
  • Superior oral and written communication skills in English, with tact and sensitivity to foreign cultures
  • Ability to work independently, accurately, and under pressure
  • Excellent computer skills (Microsoft Office Suite)
    • Advanced expertise using MS Excel
  • Working knowledge of Spanish, Portuguese, French, or Dutch, preferred
