Associate Program Officer, Young Leaders of the Americas Initiative (YLAI), GlobalConnect

Reports To: YLAI Project Director

Purpose and Description

Under the direction and supervision of the YLAI Project Director, the Associate Program Officer for YLAI will support the program application and selection process, program conference logistics, and financial and procurement matters for the Young Leaders of the Americas Initiative (YLAI), sponsored by the U.S. Department of State’s Bureau of Educational and Cultural Affairs. This position will also assist with other program activities, such as fellow and alumni management, the program opening and closing summit, conducting site visits to local implementing partners in locations around the U.S., and other activities as needed and appropriate.

Essential Functions


  • Coordinate all logistical aspects and support implementation of program opening and closing summit, including hotel reservations, ground transportation, domestic and international airline tickets, receptions, welcome packets for attendees and speakers, other tasks as needed
  • Support fellow selection, manage application platforms and evaluator correspondence
  • Conduct site visits to approximately two partner organizations during program implementation
  • Manage Alumni Small Grants and Travel Grants
  • Other programming tasks as needed and appropriate
  • Other duties and special projects as assigned


  • Review the General Ledger and track actual expenses against the working budget
  • Review account coding on all credit card reconciliations and check requests to ensure charges are recorded accurately
  • Coordinate issuance of prepaid cards to program participants for per diem purposes
  • Oversee payments and reimbursements; maintain accurate and timely records


  • Monitor payments to contractors and ensure contracted goods and/or services are delivered
  • Ensure timely submission of and review reports, payment requests, and cost share from subrecipients

Minimum Qualifications


  • Bachelor’s Degree (graduate degree preferred) with three to five years of relevant programmatic experience; or any equivalent combination of training, education, and experience that demonstrates the ability to perform the essential functions of the position
  • Experience with USG-funded programs
  • Experience in a fluctuating work environment with constantly changing needs and demands; proven ability to problem solve
  • Experience managing and disbursing funds
  • Experience in international education, exchanges, or training programs, preferred

Knowledge, Skills, and Abilities

  • Ability to handle multiple projects simultaneously while maintaining attention to detail
  • Superior oral and written communication skills in English, with tact and sensitivity to a variety of cultures
  • Ability to work independently, accurately, and under pressure
  • Excellent computer skills (Microsoft Office Suite)
    • Advanced expertise using MS Excel
  • Working knowledge of Spanish, Portuguese, French, or Dutch, preferred
