Associate Program Officer, PED

Salary Range: Commensurate with experience

Reports To: Senior Vice President, PED

Purpose and Description

The Associate Program Officer is responsible for planning and implementing professional programs of study and observation in the United States for participants in U.S. Department of State International Visitor Leadership Programs. In consultation with State Department officers, the Associate Program Officer designs the overall U.S. itinerary, arranges the Washington D.C. program, initiates and oversees the program content in other cities, and monitors all fiscal and administrative matters where grants or project budgets are involved.

Essential Functions

  • Establish the concept for each visit using guidance provided by the State Department. Determine what is required, balanced and appropriate content, including suitable pacing, and geographic balance in each program’s development.
  • Coordinate the development of the program in cooperation with State Department officials, participants, interpreters, and International Visitor Liaisons.
  • Oversee and monitor local programs carried out in other cities around the U.S. by members of the Global Ties U.S.
  • Maintain open channels of communication during each program with Department of State counterparts, informing them of all significant developments in clear and effective spoken and written forms.
  • Conduct basic research to identify relevant resources, speakers and institutions to fulfill participants’ professional themes and goals.
  • Work effectively under the pressure of time constraints and the high visibility of this program.
  • Obtain the cooperation or participation of a wide variety of individuals in governmental and private organizations throughout the U.S.
  • Arrange a Washington, D.C. schedule of professional appointments and cultural activities.
  • Provide local program hosts and professional contacts adequate background information on each visitor, the nature of the desired program, and advice on program development.
  • Supervise and work cooperatively with a Program Associate.
  • Prepare project outlines and meet all deadlines.
  • Monitor all aspects of the grant and insure fiscal responsibility through close supervision of budgets, expenses and other administrative details.

Minimum Qualifications

Experience/Education

  • Undergraduate Degree in International Studies or related fields
  • Three years’ experience with the International Visitor Leadership Program
  • Any equivalent combination of training, education, and experience that demonstrates the ability to perform the essential functions of the position

  • A capacity to organize, manage and coordinate complex tasks
  • Excellent research and analytical skills
  • An ability to synthesize large amounts of information on diverse topics
  • Strong organizational skills and an ability to work on multiple projects under deadline
  • Good judgment and problem-solving abilities
  • Exemplary written and oral communication skills
  • A thorough understanding of American society, culture, history, geography, economy, and government
  • Knowledge of a foreign language and/or regional expertise
  • Broad familiarity with other countries, peoples and cultures
  • Maturity and tact suitable for working with individuals of influence and prestige
  • Computer and database literacy, including Microsoft 365 and Salesforce
